League of Legends Patch 9.13 Breakdown
Two weeks have passed, which means we have yet another set of balance changes to go over — this time it’s League of Legends patch 9.13! This is quite a big patch. Multiple competitive mainstays are getting hit, and we’re also getting a brand-new champion that’s entering the mix: Qiyana, Empress of the Elements!
So let’s dive right into our League of Legends patch 9.13 breakdown in order to see what’s in store!
Teamfight Tactics
Riot is releasing Teamfight Tactics across all regions in patch 9.13. If you’re reading this, chances are, the new game mode is already playable. Teamfight Tactics has taken the world by storm and is staggeringly addictive and refreshing.
If you’re uninitiated with the whole concept, you can click here to head over to Riot’s official TFT website.
Champion Adjustments
There are many champion changes shipping with League of Legends patch 9.13, and a couple of them should leave a mark on competitive play as well. In fact, they’re mainly aimed at tuning a couple of strategies down, so this should come as no surprise.
Qiyana
The latest addition to League of Legends’ ever-growing roster is joining the fight! Qiyana is an agile AD assassin that will surely turn the solo queue meta on its head. If you’re unfamiliar with her kit, you can click here to read our in-depth breakdown.
Corki
There are two simple changes coming to Corki. The first one will only affect his ARAM play. Riot is decreasing the first package spawn time from eight minutes to five, and they’re also decreasing the package cooldown from 240 seconds to 150. The second change will affect Corki in general and his ammo bar. The left missile will now always be the next to fire, with subsequent missile charges loading from the right.
Diana
Diana’s Q “Crescent Strike” will now shortly reveal Fog of War after being cast. It will also travel slightly faster. These aren’t momentous changes, but they should be noticeable QoL (quality of life) improvements for anyone maining Diana.
Illaoi
There are many changes coming to Illaoi, and if things pan out as expected, she should become a far bigger lane bully. And that’s saying something, seeing how she was already an oppressive pick.
Her passive “Prophet of an Elder God” will now have a 0.4 ability power ratio. Tentacles will no longer enter an idle state when not around Illaoi. Illaoi will also be able to ping her passive’s cooldown to her allies. That said, tentacles will despawn after Illaoi leaves the area after 30 seconds, instead of 60. Enemies will also gain vision of Illaoi’s tentacles through Fog of War within 1000 range, instead of 1400.
Going forward, her W “Harsh Lesson” will now deal a minimum amount of damage (20/30/40/50/60) and that same amount will also be dealt as bonus damage when you cast your W on an opposing turret.
The spirits on her E “Test of Spirit” are also getting adjusted. Their base duration will now be 7 seconds instead of 10, and the base vessel duration is also going down from 12 seconds to 10. Finally, and this is a big one, the time between tentacle attacks is going down from once every 10 seconds (at all levels) to once every 5/4/3 seconds (levels 1/7/13). That’s quite the buff, to say the least.
As if all of that wasn’t enough, her ultimate is getting buffed as well. It will now summon 6 tentacles by default (instead of 5) and her tentacles will no longer despawn mid-attack if Illaoi commands her tentacles to slam with her W “Harsh Lesson.”
Karma
The movement speed duration on Karma’s E “Inspire” will now be just 1.5 seconds instead of 2.5.
Ornn
Ornn’s Q “Volcanic Rupture” will now have a slightly higher AD ratio — from 1.0 attack damage to 1.1.
Pyke
After emerging as a top-tier pick across multiple roles, Riot is finally hitting Pyke and many of his built-in tools. They want to nerf his solo lane prowess so they’re trying to slow down his wave clear in particular. His Q “Bone Skewer” will now be a single target stab (instead of an AoE), it will no longer deal 15% bonus damage, but will have a slightly lower cooldown early on — from 14/12.5/11/9.5/8 to 12/11/10/9/8 seconds.
Hiw W “Ghostwater Dive” will now grant a lot more movement speed (from 40% to 40/45/50/55/60%), and his E “Phantom Undertow” will no longer damage non-champions.
Sejuani
Sejuani is currently a bit too strong, so Riot is nerfing her base health growth (from 105 to 95) as well as her W “Winter’s Wrath” (lower second cast damage ratio from 6% of Sejuani’s maximum health to 5.25%).
Sivir
Better late than never. Riot is hitting Sivir’s base stats — lower attack damage growth (from 3.11 to 3) as well as mana regen (from 8.012 to 8). Also, her W “Ricochet” will cost a bit more (from 60 to 75 mana). Not a huge nerf per se, but it’s a welcome one regardless.
Sona
After dominating the competitive meta for a couple of months, Riot is finally looking to bring Sona down to earth. Going forward, her Q “Hymn of Valor” will have a lower aura damage ratio (from 0.3 ability power to 0.2), and her E “Song of Celerity” will grant less movement speed (from 6% movement speed per 100 AP to 3% per 100 AP).
Sylas
Another patch and yet another set of changes to Sylas. His base attack damage is going up (from 58 to 61) along with health growth (from 85 to 95).
His W “Kingslayer” will deal a bit more (base) damage when maxed out (60/90/120/150/180 to 65/100/135/170/205) and the tooltip on his E “Abscond/Abduct” will now properly display all mana scaling per rank.
Syndra
Syndra’s mana growth is going up from 30 to 40.
Tristana
Tristana is getting a smaller buff with patch 9.13. First of all, her base stats are getting cleaned up (and buffed) a bit. Her attack damage growth is going up from 3.3 to 3.1, along with her mana (from 246.76 to 250) and mana regen (from 7.206 to 7.2).
Secondly, her W “Rocket Jump” will deal more magic damage going forward — from 85/135/185/235/285 to 95/145/185/245/295.
Udyr
Starting with patch 9.13, Udyr will be able to level up each of his abilities six times, instead of 5, starting with level 16. You can take a look at the updated numbers below:
Item Changes
There are three smaller (nuanced) changes shipping this time around:
Essence Reaver
The item itself is easier to build than Infinity Edge and it provides almost equally as much. Because of this, Riot is shipping a couple of nerfs, but they’re only geared towards item price rather than strength.
Going forward, Essence Reaver will cost 3300 gold instead of 3200, and its build path will now be B.F. Sword + Caulfield’s Warhammer + Cloak of Agility + 100 gold, instead of Pickaxe + Caulfield’s Warhammer + Cloak of Agility + 425 gold.
Randuin’s Omen
Randuin will now give 70 armor instead of 60.
Rod of Ages
The benefits RoA provides are great and manifold, but they’re not attained particularly quickly in a fast-paced meta. To counteract this, Riot is decreasing its cost from 2700 gold (750 combine gold) to 2600 gold (650 combine gold).
My Shop
“My Shop” is making a long-awaited return! Make sure to log in between June 28th and July 22nd in order to see your personalized discounts!
Damage Text Updates
Going forward, physical damage will always be colored in orange, magic damage will always be cyan, and true damage will remain white.
Upcoming Skins & Chromas
As with every new patch, Riot is releasing brand-new skins, and this time we have a couple of really cool ones — Arcade Caitlyn, Arcade Kai’Sa, Battle Boss Qiyana, Battle Boss Yasuo (this one is bound to sell well, for better or worse), as well as Arcade Kai’Sa, Battle Boss Yasuo, and Battle Boss Qiyana will all be getting accompanying chromas, including Arcade Riven, Sona and Miss Fortune.
